Dataminer Ninji, who decompiled the code for Animal Crossing: New Horizons, figured out the three requirements to upgrade Nook’s Cranny.
These three requirements are the exact conditions discovered in the game’s code, so it’s pretty much 100% accurate unlike what other websites are saying at this point.

The three requirements are as following;

30 days must have passed since Nook’s Cranny was built

You must have made 200,000 bells worth of transactions at Nook’s Cranny (buying and selling included)
- Mabel must have visited
About Nook’s Cranny upgrade
The upgraded store has a wider selection, carrying tools that have cosmetic designs. Please not though they aren’t more durable than normal tools. The new store will also have more expensive furnishings, some of which cost hundreds of thousands of Bells.
