Tyson Hesse, the lead animator on the more than excellent Sonic Mania video game revealed he was the man behind the redesigned Sonic in the movie trailer.
Mr. Hesse says it was a true honour bring brought into the role and he had the time of his life doing it. He also produced a special artwork of Sonic which you can view in the embedded tweet;

Tyson Hesse is an American graphic novel illustrator and animator, best known for his work on the Sonic the Hedgehog franchise.
A longtime Sonic fan, Hesse first began working on the franchise as an artist for the Sonic the Hedgehog comic series from Archie Comics. He later served as the animation director on trailers and animated cutscenes for the 2017 platform game Sonic Mania and its promotional mini-series.
